No one has yet to give him reason to believe otherwise.
Only after he causes enough pain for his base/money source will he do his flip-flop routine--but by then the news cycle will have moved on and his voting base will still think he is the best thing for America since sliced bread.

This should be one of those pain points, though.
Like a CEO who provides defense as a service. Unfortunately, customers don't like that model.
But also, buying USA military equipment is worthwhile signal that your relationship remains cuddly.
